Cup admin applications cancelled and a new cup admin!

Some people were already waiting for the next cup admin applications, but XJ decided to handle it different from now on. We've seen a lot of people becoming cup admins and they all were active for some time, but it didn't last that long. The most of the people were running cups for one or two months and after that they were rather inactive.
