rougH cheated!
I think you all know rougH because of his amazing 28s demo in nfs_longjump. Now eDark rechecked the three record demos of rougH:

It turned out that rougH has used a serverside plugin to increase his speed in all three demos. According to the rules he will be banned from submitting demos until 16th of February 2006.
eDark's statement: "rougH used a serverside mod to move faster in his demos."
And here are the new records for the maps:
