Legal jumps/jumpers are legal, no matter if they had a grim past behind them. I do believe, that in some cases the cheaters actually do change their habits - you can't, ofcourse, be 100% sure about that. Take a look at modern day prisons, the prisoners are given a chance to cope in real life with legitimate ways and some of them will fail completely, but a few will make it. Its exactly similar here, some cheaters never go legal but some do.
P.S: 3ss, you are a cheater if you do edgebugs with low fps even if you can't help it.
