help with hltv

then i launch hltv.exe i get this error

i reinstalled my windows, so i had to reinstall and cs, and now i don't even have hltv! :/

install and run once dedicated-server (hlds for hl1)
then you will be able to use hltv like that:
C:\Program Files\Steam\steamapps\spr1n\dedicated server\hltv.exe

then i launch hlds.exe cs starts normaly so what is the next step?

read carefully what I wrote:

that means:
1. you open steam main/games/community window
2. choose "Tools" Tab
3. install "Dedicated Server"
4. wait untill its installed
5. right click onto installed "Dedicated Server" and choose "Launch game"
6. choose cs as a game and click "Start Server" (doesnt rly matter what u choose there)
7. exit (stop server)
8. go to "C:\Program Files\Steam\steamapps\\dedicated server\" folder, or w/e it is for you
9. from now on run hltv.exe just from this folder, not from valve folder. and run dedicated server from steam "Tools" window

yeah, I have same error now. seems like it was messed by the protocol update.

to fix this bug you need copy file (steam_appid.txt) from:
C:\Program Files\Steam\steamapps\\counter-strike\steam_appid.txt

to folder with hltv.exe:
C:\Program Files\Steam\steamapps\\dedicated server\steam_appid.txt

tested. works.
