Make cs download faster

Hey
I notice that when I download a map in a server that doesn't have fast download steam only uses around 5kb/s instead of taking advantage of all the available bandwith.
Is there a way to change this.. a config or steam or anything
Or that's just how it goes?

If the server is not configured for HTTP download (sv_downloadurl), the game server will use the normal "trickle" download mechanism, wich is controlled by rates

And the highest rate would be 101? (which is still very slow)
