Hook problems

Hello, so i got this problem with hook, im using prokreedz and anyone who come's in my server can use the hook, Its showing "You have no access to that command" but they still can use it. So i tried to delete it, still can use it, then i paused all plugins - still works, finally i deleted the whole addons folder, and its still working. What shud i do to so it stoped working?

check in the metamod fodler the plugins.ini for hookmod :)
