drkn_KZ_v.SE.2006 - bug

Hi, when i run my server with drkn_KZ_v.SE.2006 plugin, only 2 players joins the game but a change the map everything is fine.
How i fix it?
in server.cfg i have:
- mp_limitteams 0
- mp_autoteambalance 0

Code drkn_KZ_v.SE.2006:http://pastebin.com/f60faebba

add like sv_restart 3 in the server.cfg or in another .cfg file that the server.cfg executes, one of those things fixed it for me, cant remember which..
