60 FPS with a really good PC

Well, I got my new pc today and tried some things out.
Every game is running really smooth, e.g.: Crysis, Farcry2 and GTA4 with like 50-60 FPS and high settings.

Now I wanted to play some BunnyHop maps in counterstrike and were noticing that i got an average FPS of 60. When I try to change it in the config or via console to 100 it just stays on 60. Tried it with Vsync shit on and off.
Now, - Is it my old CRT which can't display 100 fps? My old PC + TFT was at 100 fps all the time, except on big maps.

Specs:
Core2Duo E8400
Asus P5N-D
4GB DDR2 800Mhz
Geforce 9800 GTX+ 512MB
XP Professional


Oh by the way : when i scroll in the CS menu, like in options for the keyboard buttons, theres a little delay. Just in CS, nowhere else.
Oh and yea, i already installed cs again.

No more or less fps than 60fps means vertical sync
take look at your profile setting in nvidia control panel maybe you didn't set the global setting vertical sync off.. Sorry for my eng :}

Anisotropic - off
Triple Buffering - off

if your fps are always ~60 but never more you should turn of vsync in your video drivers. even if you did, like you say, your problem should be caused by this.
to clean some things up... if your fps low it is never caused by your screen. if your screen has a rate of 85hz and cs just calculates 72 frames your screen will just show these 72 frames. if you have 200+ fps your screen will simply show 85.
