FPS drops when looking far away
For example when I'm playing on awp_rooftops and I look to the other side of the map, I get a lot of fps drops.. Like from 100 to 70 or 80 :s

While I shouldn't be having this with my currect computer.. Also, the bigger the map the bigger the fps drops get.

AMD Phenom X4 9950 BE
k9a2 Platinum
4GB DDR2 800Mhz
ATI HD4870
Win Vista x64
3D settings:
Smoothvision HD: Anti-Aliasing: Use Application Settings (filter: Edge-Detect)
Smoothvision HD: Anisotropic Filtering: Use Application Settings
Catalist A.I.: Advanced
Mipmap Detail Level: Performance
Wait for vertical refresh: Always Off
Adapaptive Anti-Aliasing: Quality
Triple Buffering: Off
Hope somebody knows a solution for me :D

I have the same issue, for example in the map kz_dk_delianshop:

There are the same settings of faxity.
Adapaptive Anti-Aliasing: Quality if i set this to quality,cs goes crazy
try to disable it,then try(set it to performance)
i have 5700+ inttel quad core,hd 4870+ lcd 22",but still:)
cs is an old game,it doesn't supports so many ATI graph..

its normal.. and I think its cuz of the quality of the frames (when u look too far u see many objects and the pictures/frames become more complicated, than these where u just look at the ground) its the same difference between watching the whole map (like kz_6fd_volcano) and watching the black wall (u'll get good fps then), also other reason is the size of the map.. so my suggestion is to get some good PC where u could get ~300 fps... and then u won't have this problem while looking anywhere with decreasing u'r fps (lower than 100)
reasons for low fps on far sights are calculating the lightlevels, especially when having flashlight/nvg turned on
having more entitys in sight which send data and are calculated while each frame
wait for xPaw, he found a way to lower the max sight via amxx, gonna ask him to post it here cuz im to lazy :X
i had like 3-4 months ago in awp_rooftops fps 100 in all places but now at redroof and white roof fps is 60-70 and this is really annoying

It definitely is.. My computer is far worse and I dont get this on any maps... it's some other problem youve got.
The problem is MS Vista, because it doesn't actually support opengl. It runs opengl natively, so the quality/speed of rendering decrease -> lower FPS.
If you install Win XP you will see the difference in preformance, more rendering capebilties, more FPS.
I couldnt believe it either, i tested it and it's true.. on win xp you have more fps.

The problem is your card. It's not that it's not powerful enough (way more than plenty for cs 1.6), it's that it's an ATI card. Before, i had an 8800gts 320 mb (nvidia) and i could throw 50 smokes on a laggiest map = still 100 fps. Now i "upgraded" to ATI 4850, and i get fps drops without even smokes/nightvision (sometimes 20 fps on laggy maps).
However, when i play newer games, i see an improvement, but ati's drivers aren't good for game(s?) like cs 1.6.
