maybe you don't have required graphics drivers? Or there's something wrong with your graphics settings? You should google your exact problem better ;)

Do what TROUbl3m4k3R says if you haven't already. This function will only limit your FPS to 60 and it can't rise higher...!
Some other things you can do to increase your fps legally:
Settings
fps_max 101
fps_modem 101
rate 25000
cl_cmdrate 101
cl_updaterate 101
ex_interp 0.01
Turn gamma and brightness lower from the Video-options
Set "Renderer" to OpenGL from Software/A3D from Video-options
Set "Color Quality" to 16bit (Medium) from Video-options
Other
If your fps is still not a constant 100 which is the recommended/BEST fps for both shooting and jumping (over 100 = illegal) you can try downloading Ballhead/Blockhead-models and even HLTV Models so that your weapons don't have an animation when you change them.
(cl_showfps 1 & net_graph 3 to see your fps)
3vil what graphiccard do you have?
if nvidia, it is in advanced settings -> 3d.

(on this pic it windows xp, but i had the same panel in windows 7 like you use too on other computer)
on ati, i actually don't know, i once heard that in newer versions of ati ccc this option not longer exists (but only heard, dunno if it's true cause i don't have an ati card installed).
but if i remember right for ati there is a tool called "ati tools" or something that way, which have the option for vsync (also not sure).
if you have ati maybe someone with an ati card too can make you a picture where this settings are :)

When you have ATI just Download Newest Driver with / or that Catalyst Control Center stuff, and by Nvidia, just Newest Driver , so then you must have that Advanced Setting Stuff

honestly every1 says its the vert sync, well alright then i set it to ON, and my fps droped only to 85-90,so if u have 60.0 and it doesnt move ITS NOT THE FUCKING VERT SYNC no matter how many ppl say it is. if u have a fucked up monitor or smth its a bit more complicated
rofl aftermatch... this just means that your monitor works at 85-90 Hz........ usually the newest lcd monitors work at 60 Hz... hence the 60 fps limit...
well my point was that in 85 % of the cases with 60fps the prob isnt the vert sync but the monitor itself
