Spectator option in chooseteam

In that thread, SchlumPF said:

[blockquote]allow_spectators 1; sv_restart 1[/blockquote]

Now in the chooseteam menu, its show the SPECTATOR option, but when i select that option, i get a print_center that say:

[blockquote]You cannot become a spectator.[/blockquote]

Any solution for this? or i need a plugin?

P.S: Sry if my english is wrong.
