Read the rules. We can't/don't accept KZ taged maps if they were previously released to another site than XJ.

Like you said, it's a preview (sneak peek; beta progress and so on). The forum's purpose is not to show/give/release the final version of a map, especially a kz taged map. In that forum, any mapper can post his project, infos about the project, current progress, showing parts of the map.
The other users understood what that forum is for, so I guess it's not an expression error in the forum's description.

And to answer to your other question, the mapper submited his map for kz tag. He released the map somewhere else than XJ. We can't transform now the map from kz tag to custom just to accept it here. It was his choice.

Try to see the big picture. You'll no longer have problems in understanding things.

And please, stop posting here.
