HELP [HLAE] PROBLEM

Hey guys, when I starts the "HLAE" i receive this error, and the Internet is normal and the local hl.exe too, can someone help me?

open the steam client and HLAE goes open your cs steam...

aah, always give this error, i update my hlae :/
when i restart the steam client give the same error, but when i lunch the hl.exe out the HLAE, go normal ._.
