That looks like a public server, you should try playing at your listen (New game) instead.
Your ping is also probably high, find another server with under 100 or so.

you are habing ms(LAG) spikes... so you should talk to your internet provider or check other cs servers for better ping...

KZ doesn't require a good ping, only for plugin-based KZing but that's not big deal really. You don't care where people are in the map, as long as your computer doesn't suck and can play the map.
