fps problem :(

hi everybody, i have:
ati hd 3650
amd athlon 2400+ xp (2.00gHz)
1.5 gb ddr-sd
80gb HDD

i try everything( EVERYTHING) to increase fps, but no hope
in small maps like 35hp_2 i have 40-50 fps
in kz maps, well, cant play it coz fps is 20
my vertical sync off, xp on best performance, increased virtual memory with usb
tried game booster nothing heppened, tried CFG to increase fps, tried high fps models, nothing happens
cs is set up to 75hz
I updated graphic card to latest drivers
cant overclock proccesor coz it is locked
its the same if i set res on 1280x1024 and 640x480
tried and 16 bit and 32 bit, same shit
believe me, I'd tried everything

i dont know what to do anymore ... :(
if someone know the problem, i ll be very happy to listen
