HELP PC, NOT NORMAL!
Good, first of all here's my PC:
Windows 7 Ultimate 64-bit
Intel Core2 Quad CPU Q6600 @ 2.40GHz, 4.0GB RAM, NVIDIA GeForce 9800 GTX/9800 GTX+
well, I have updated all the drivers with Driver Genius
I have no errors on PC, is is on high performance with the help of CCleaner and TuneUp Utilities
And well ...
I play CS 1.6 over four years, and always played with no problems, but until recently the PC started having problems and such, a system error .. the PC was in for repair, so good ..
I got the PC back, everything was fine, now 2 months later, the PC got some problem, and i dont know what is .. PC has been formatted for one week, and I play CS, supposedly my FPS should be 100 in good .. but my fps is no more than 40 FPS .. Is this normal? Many of my friends say that with my PC i should go up to 100 fps in good and that their computers are worst and they are 100fps.... and the PC is so slow to what is usual .. I have everything to give maximum performance, the PC was formatted, updated driver, but still always with such low fps ..
Please help me .. it is not normal with my PC which is considered a good PC has FPS 40 when I should be stuck on 100!
And the strange thing is that even without playing in CS, without going into servers, the fps drop to 80, and must all PC's are supposed to be in the 100 fps without playing ..
I would appreciate a huge help

My friend got that problem.. Problem is in graphic card :D But i really dont know how revise it. Meybe you can conntact some of professionals in your town :)
Little tip when I had problems;
Open task manager (ctrl + alt + del)
-> go to processes tab
- choose hl.exe when CS is running
- right click hl.exe and press "set affinity" and choose core 0 (first core, and uncheck others)
- now test and if your fps is better now, your cs has problems with 4 cores of your processor
- for me the problem was "Cool N Quiet"-setting in motherboards BIOS, when my PC was in idle mode it decreased my CPU power from 3ghz to 0.8 ghz, and it bugged when I run CS it was still 0.8ghz and should be normal 3ghz.

nuker machine go to nvidia control panel than global settings
go at Vertical sync and force off

Hmm i have same problem my PC have this : 2.4ghz , 512 video / 64 bites , 1gb ram and i play dota/cs and many other games with REALY low fps .. how to change this ?? From where can come this problem ?
