Problem with screen

Hey,
I have problem with my cs. If I open my cs, the screen has flashing stripes (i mean like old computers, old tv) like it's something wrong. I was trying to change it in NVIDIA Control Panel, but nothing helps me. Maybe You can help me ? I hope. I give you a demo, but you must check if on this demo these flashing stripes are.
