ReCon on easy/average server

hi there.
don't know if it is the right forum. but i noticed that a guy called ReCon on the easy avarage server gets incredible times.

kzm_cityhops in under 2 minutes.
kz_megabhops_hard in 20 seconds.
and such stuff.

i don't know if it gets punished to cheat on the server and i have no demo.
just thought i let you guys know.

hope i don't break the rules or so :)
