Help. problems with my cfg

Hey guys, somebody help me to setting up my config.cfg
In the game my fps very low - 60, because of this I can not normally jump - lagging

My hardware:
Ram 512
Video GeForce FX 5200 128
Pentium 4 2.80GHz
Internet speed 15Mb

I know that my pc is shit, but i had no such problem before i install new steam account and i was jumping 250+, but now i even can't make 230 block.
