Vert sync-off

Hi, guys! :) Maybe it's a stupid question but i'm confused and i can't find out whether it's problem or not :confused: - when i turn off the vert sync to increase my fps the quality of the picture turns realy bad (for example de_nuke looks terribly - while i was moving around the map there was some lines crossing the monitor, curved lines etc. and unfortunately it's the same on all the maps i have). When i turn it on i don't have such ?problem? Is that problem at all or it's normal? :(

AMD Sempron 3000+
2x512 RAM+ Kingston
Can someone tell me his nvidia 3D settings (nvidia control panel) including the advanced ones?

get refreshlock and u can play 100fps with vertical sync on
