KZMOD offline question

Hi guys, a friend of mine got a problem with the KZMOD. The situation is that he don't have network at home . But he likes KZMOD very much and tried to run STEAM with offline mode.
But when he opens KZMOD and try to create a sever. A window with " STEAM validation rejected" came out.
Can anyone solve this?
