Can't see bullet shells&holes in HLA

I've been working on a lj movie and realized that I can't see bullet shells coming out from the gun when the player is shooting. I googled it. Some said that typed these commands would be fine like"r_decals 300" and "mp_decals 300" but it didn't work. And I can see spray and my cs isn't the updated version.

Oh man...I forgot to mention that it's only happened in third person view. First person view is fine...
