Steam won't respond after exiting game

So basically my problem is that when i close cs 1.6 (don't know if this happens to any other game) steam won't respond, i can't open it, i can't exit from it, and can't open cs 1.6 again without closing steam with task manager, this is really annoying and i would appreciate if someone could help me :(

i've already reinstalled steam/cs 1.6, but that didn't help
