CS 1.6 Help with fps drop

Ok, I have a BIG problem with FPS while playing CS 1.6 Steam, on Windows 7 64bit, my FPS drops to 40-50 which is unbelievable on my PC Configuration which is:

I7 4500U CPU
AMD Radeon HD 8850M
16GB of RAM

I used to play it on XP (SP2,SP3) and it worked perfectly without dropping fps, it was between 99-101 even through several smokes (Smoke Grenades).

I tried the GameBooster aplication, tried adjusting PC to work for best performance, tried running it as a Administrator, running it on Winxp (both SPs) , tried with DEP and much more... But simple it doesn't help me!

PLEASE help me somehow!

And yes, vsync is FORCED OFF!!

Use this command in launch options "-nofbo".

check if its overheating using speccy or any program like that
try running it with the cpu on turbo speed (3.0Ghz)

have the same problem... i mean, my computer is not that good as Win9's one but i always had 100.0 fps in every map... i decided to stop playing cs for like 7-8 months, and 1 month ago i opened cs again and y cant reach 90 fps... always between 70-87 fps

could you link your hardware? if you dont know all of it just use speccy for it, wanna see if theres is some sort of connection between certain hardware and fps drops on cs1.6
