Mouse speed problem (automatically changed..)

Hey guys i have a little problem here.

Today when I turn on the computer my mouse speed was suddenly changed.
However i fixed it. It was because i had tick on that shit "Improve the accuracy of the pointer"
Idk how changed actually cuz it was okey yesterday.
Ok then i fixed dat but when i open cs (without entering in a server) the speed of the mouse was just like with the tick?? But when i hide CS (without even quitting it) my mouse speed turn back to normal??? Wtf?
So my question is how i can fix that shit because i dont want to change the sensitivity of the mouse .. this works just when i play... but when im looking for server or doing something in the options its pretty uncomfrotable.. Help!

sorry but where r these launch options? :D
btw im without steam
btw2 I rechanged the resolution of the game and everything went well..
Idk how but.. fixed.
