FPS ISSUES

My fps is always fluctuating between 100 and sometimes it drops down to 3-4. I have 3gb ram, 1 gb nvidia graphics, and i3 2.2 gigs processor (dual core). Can someone please help?

This was my problem during the 3-4 years I played CS. My PC specs are pretty lower than yours, but I could "fix" it (I can run 100 fps constantly but in a weird way, the picture is not 100% smooth). The first thing I did was to overclock the graphic card. Second was to turn all my card settings from quality to performance. And last thing I did was to close every process that was demanding RAM memory (iTuneshelper.exe, chrome, Gyazo, Ccleaner, pretty much every program you don't use).
PS: I tried to use different commands in-game to reduce the PC's rendering work (cl_weather 0, textures commands, etc) You can find them by searching in google.

adjust nvidia settings,check for viruses,close all programs that take much ram (and are not used) or if needed reinstall pc
