can't see other player's decal

when someone sprays it, it only look like "B"... wtf?\r\ngl_polyoffset was 0.1. and I adjusted it to 0.01, seems like to work, but still can't see after reload cs...\r\nmp_decals is 300..\r\nand I make a tempdecal.wad using a program "hlc".. \r\n96*96 size and bmp file. and didnt work = = \r\nI CANT KNOW HOW TO DO THIS..........

custom sprays no longer work on public servers since the update to 1.6 in spring of 2013, however I have seen a couple and I know people have been able to see mine, on occasion. it is just really rare and I don't know the reasoning behind it
