I see anything with additive render is not affected by env_fog. Any way to fix this?

Depends on what kind of effect you are trying to achieve.
I wouldn't use additive with fog for some significant stuff because of the glowing render nature.
And fgd does not affect anything in compilation nor bsp, as long as it provides to proper default entries in VHE

the openGL fog feature still sucks in the goldsource engine there isnt a good alternative.
