I think you are misunderstanding context there. I'm not contradicting myself if thats what you imply.
First quote was inviting questions to avoid me explaining the WHOLE timer in details.
Second quote was to refrain from explaining entities that you can look up on twhl website yourself (if you do not know what they do), and their exact settings in the timer. That is too basic for such complex topic.
Instead I'm offering a middle ground, where I explain you general concepts and entities used to make it work, so it is more clear how timer actually works, not how its built (because its way more time consuming).

I know this question can be a bit dumb but... IF we had a perfect stable fps, could any timer have 100% precision? Zerotech told me that amxx timer plugins seem to have some sort of delay, so are they trustable to determine the exact time of demo records?

I talked about it already, but to answer this directly - YES, with 100.0 fps my timer is absolutely accurate and would even show hundreds of a second correctly in every case, even after running for hours/days/weeks/years... In reality however there are number of reasons that cause even slightest fps drops and make impact on a timer. While hundreds of a second will fail in reality almost every time, having just tenth of a second negates only smaller fps instabilities and more appropriate for kz maps.
I wouldn't trust everything Zerotech tells, as he proved to have very poor knowledge about current kz timers and their uses in kz scene. Amxx timer works differently and doesn't have any "delays", its a lot more reliable. However I've seen few incorrect readings of amxx timer on kz-baltic, but since its fail rate is VERY low and the fact admins also rely on demochecking tools - makes this margin of error insignificant and issue inexistent.
