FPS problem
Need suggestions with fps issue, here is what happen. After starting the game my fps is 100 but after 15-20 min it start to drop.. first to ~90 after 5 more min. to 80 after 5 more to 70. I check cpu, ram, hard processes and they are all fine meanwhile ~70fps. The thing is after game restart the fps is 100 and after those 10 15 min. problem appears.

did you try reisntaling cs?

Sounds like an overheating issue, check the temperatures of the cpu/gpu

I thought so, but after game restart the fps is 100 for next 15-20 min.. Also i have Left 4 Dead 2 and there is no such fps problem. I forgot to say that issue appear after windows restore (restore point) thats why both gpu drivers are new (it's laptop lenovo with INTEL an AMD gpu)
Well check your temps just to be sure, try hwmonitor for this.
I have a similar problem with my laptop (i7), it works well in new games but in cs it overheats, i think this new processors don't support old games, like cs 1.6, very well.
In my case i solve it by limiting the cpu power to 98% in Power Options

I did nonsteam test:

I think this is because of cpu thermal throttling. Check cooling system.
The CPU temps are fine, i guess the GPU may be the problem because it should be listed in hwmonitor. Is the GPU dedicated or integrated (like intel 3000).
Only thing you could do is update the GPU driver or use an older driver.
It's already done.. I change couple of GPU (AMD) drivers but with some of them CS had 7 fps.. The AMD card is radeon HD 8500 series with current driver "Non-WHQL-Win8.1-64Bit-Radeon-Software-Crimson-16.11.3-Nov8"
