About steam's prices

Hey guys...does anybody have any experince with gifting steam games?
why im asking this: i have a pub (shooting) server and i plan to give nice awards to my players for 1. rank (per month/two)...and it would be CS 1.6 Steam...but my financies arent that good...so how i see here: https://steamdb.info/app/10/
russia is the first with the lowest price ... so i would like to make a contact with an russian player and excange this idea...and ill make an new-random acc to accept that gift (and then gift again)...
so i need whos good in this, is this possible now in 2018 to do? any details? thanks in advance :)

i read steam made changes in their policy about that...cuz some retards buy it on the sale period and then sale for bigger price

PayPal will not work if the PayPal account isn't tied to the same country you're buying from...

If your finances aren't that good I suggest you to not spend money gifting cs 1.6.
In my opinion ANYONE who has a computer, internet and spend enough time on this game should be able to spend that money by themselves.

@paaveli, we are totally new...'few' players know that we exist...but i want if someone join to the server, if he saw that we are awarding CS Steam (instead of admin, like on other servers) he will play again, and try his best to be top1 on the month rank...just for better promotion...
that idea with admin->steam is good, but who will pay it when we are totally new )
