How can I add this to a movie?

Can I add it with Sony Vegas?

If not what other program I need to use for that?

The easiest way is to create a GIF with the exact same resolution as you video (e.g. 800x600). Draw the border, the text and everything and leave the middle transparent.

Import the GIF and put it on a separate layer so that it is displayed in front of the video.

Edit: Yes, this works with Sony Vegas.

inSaNe made me the borders and in the middle is a pure green or pure blue
put this into a videotrack
put the scene in another videotrack below the first one
then u should see the scene in the blue field(if u put a chroma keyer on the first scene) or simply make it transparent
the borders has been made with adobe photoshop

You can cut it out using Photoshop for instance and save it as a GIF with transparency ON. You can also use the PNG file format that rinkon suggested.
