I think it's a mistake the mapper made. Maybe a step missing, or then that vent should not be there. It does not look like it's possible to come up there, so. :/

ive tried that but i think it could be that player keeps bhopping there and without watching, shoots the vent and then bhops down at the start :D
(its that the mapper made a little trick)
