After Reinstall Windows :(

Hi all everyone there :) !
Before some days i preinstall my windows (XP Proffessional SP2) before preinstall my CS looks really good without any problems but after i do anything like change graphich ,vsync off from drivers and everything you think but nothing the problem is i had some LINES in CS :( look HERE and when i move somewhere this fu*kin lines moves too :( i cant play 5on5 or just play with some guys in some server :(((
