Banlist.cfg problems

Hi, i've got a problem with my servers. I'm running a non-steam server but when the server got restarted (everyday at exact hour) but then all the banned people can enter the server (seems that after the restart the server can't load banlist.cfg). Anyway that's not the problem. I can fix it but i don't know how to make the banlist.cfg editable so that when other admin (with no access to the pc with the servers) ban someone to automaticaly add his IP to the cfg with the other banned ppl. Hope u've understood me right :P . I'll appreciate any help cuz it's really annoying for the admins to load every day that banlist.cfg after the restart. ty in advance :)

thx NumB i'm gonna try it :) cuz all other suggestions were to copy banlist.cfg to a location where all admins have virtual access. the can enter the ip's in there and a server script imports this list every xx hours but this is way too simple if it works :P

it didn't work :(
seems that when i type amx_addban ip time
and this message appears:

Writing listip.cfg.
but when open listip.cfg there is nothing written to the file and it's still 0 KB big :/

Ow, yes, 4 pernament ban - use minutes "0", esle after server startup all bans will be deleted.
