Yes, oTcHeTo did the "world first 257 longjump" with settings, that weren't yet considered illegal. The admins didn't know about the sidespeed-setting and people had discovered it and used it in their jumps for a while - until it got the status of an illegal setting.

Weirdly enough, oTcHeTo was banned for a while for the demo, as it was considered cheated. His demo, according to the legend, "made cl_sidespeed 300" illegal. He whined about it and got unbanned.
255_lj_biao was "world first 255" but it was cheated and busted very quickly. He was a chinese player.

Yes, you forgot to add that sidespeed setting just adds speed to your prestrafe by 1-2 u/s
