Deleting scoreboard + HLTV boarders, encoding

and add in hltv.cfg

connect the_ip_address:27015

echo "hltv config succesfully loaded"

and don't use "localhost" as ip address. dunno why, but it won't work by me :S
i use the intern ip address 192.168.xxx.xxx
