i mean which setting is better for playing cs ? setting like CL commands
cl_maxrate ? cl_minrate? cl_.......... and and
plz som1 answer me !
cl commands should be tweaked to your liking, if you dont lag at all, then i wouldnt recommend changing anything to do with rates.
Be more specific with what you want to be better and i might be able to help you.
i play lan and have no lag
how should i set rates(max,min,rate,....) and another client setting for better shooting ?

Well playing on the lowest resolution helps your shooting. My rates are at rate 25000, cl_updarate 101, cl_cmdrate 101.
But that doesnt mean you should have just those rates, they should be tweaked the way you find them at best.

Optimal rates are different for different users. They shouldn't be "maxed" blindly. Though if you have a very good pc and good internet connection, thats ok..
There was a very good article on gotfrag how to set the rates properly.
you dont have to cahnge any settings.
netsettings just have influence on kz when you lag. for aiming try using following cvars:
rate 25000
cl_updaterate 101
cl_cmdrate 101
ex_interp 0.01
change cmdrate and updaterate to a lower value if you either lag or have choke. you should have always 0 choke since choke has influence on the ex_interp calulation and ex_interp does calculate the position of the other player within the next frames = choke emans you may see players on a position where they are not which means you wont hit them :)
netsettings are absicly the only settings you need to change, all other settings should fit to your personal feeling. anyway take care of changing mp_ and sv_ cvars cause many have influence on the gameplay on your listenserver so they could be forbidden like sv_stepsize (sv_ stepsize is correct ? ^^)
