It's not chosen by only one member. It's chosen by all the admins and the whole Airwalk Media team.
The ROTW must be chosen that way(for example):
shNz bkz_goldbhop 1:29 okay (previous 1:30 NAPZ)
koukouz kz_cellblock 3:23 okay (previous 3:3x zhady)
In this demo release must be chosen the koukouz's demo because he beats the WR with ~10 seconds even if the bkz_goldbhop's demo by shNz is better. I hope you understand.
The ROTW MUST BE the best time improved in seconds (or even in minutes).
and what about long map uh?
It shouldn't be.. Now, you've chosen two bad maps for that comparison, since not of them can be improved by a lot easily, but what about new maps that are accepted? Usually, a record is set the very next release and then the following release we've often seen that record beat by a couple of minutes - depending on map lenght.
Would you rather see a very im-perfect record that has been improved a lot or a record that's been improved by a little, but is extremely hard to improve?
And like pqst`said, the moment a 6-12 minute map is beaten by the biggest improvement, that should be the ROTW? I'd rather see a 3 minute map, which a nice and fitting edit, than a 12 minute no-edit run (It's not easy to edit a 12 minute WR run).

Agreed. I am conscious it is not possibly to show demos on big maps every week, but not even once... how is that logic? I am sure much people enjoy watching long demos. And don't tell me it's too hard to edit, this answer is ridiculous.

Over 5 min runs requires a lot space of HDD and time. Dunno about others but my pc would explode during that process.

Having the patience to actually render something above 5 minutes, is something 1% of the moviemaking community has. As gizpo_O said, it will take a shit ton of HDD space, one .bmp when recording in 300 fps is 3.xx mb, which is rediculous. And if we offer quality, people WILL complain and tell the moviemaker it is bad.
People want to see a run that has an edit of some kind koukouz. Editing a run on a single map, a 9 minute run, is extremely hard, at least if you want it to be entertaining.
And yeah, the amount of HDD space it takes up is immense, unless you want a laggy 120 fps run.
