What? Reinstalling Windows didn't do it?

Are you sure you did a clean installation from the disc, not an upgrade but custom installation.

Your problem seems 99,9% like a software problem as I can't think of any situation where hardware could be doing that (unless of course your cpu/gpu can't handle the game but as you can run other games well it can't be it).

try windows xp 64 bit or vista 64 bit , if giving the same error , switch to 7 32 bit. and ye full format your hard drive.

The problem seems to be a Steam issue. I doubt it's a hardware problem. Since you say other games work fine, but not cs 1.6. Try these steps

You could try these commands to cs launch options:
(Steam > Games > Right Click on Counter-Strike > Properties > Set launch options)

I don't recommend to use all these commands at the same time. These are only suggestions for what might work. Try to mix few of these and see if it works.

-w 800
-h 600
-gl (or -d3d , -soft)
-freq (x)
-windowed
-autoconfig
-condebug
-16bpp
-32bpp
-dxlevel 90
-dxlevel 81
-dxlevel 80
-dxlevel 70
-dxlevel 60
-heapsize x (specify the number (x) of memory to use)
-zone x (allocates x amount of KiloBytes of memory for use with the console system)


If that doesn't do anything, try updating your drivers. And if that won't do it, try to run in different compatibility.

Also you could try to Verify integrity of game cache

As mentioned above, it could be antivirus issue. Also make sure there are no viruses on your computer. Scan and clean your computer often (atleast once in a week).

This might also work, ask for somebody's cstrike folder. With no addons or other 3rd party plugins on it.

Last but not least; If nothing works, you need to contact Steam employees and explain the issue to them. I am positiv they will help you out.
