Some backround,
this is happening on map called slide_downright as you can see my fps drop to around 60 for a brief period of time and only when facing certian direction in this case the front, once i look up, down, anywhere else they jump back to 100.
I tried increasing priority, changing various settings, nothing could solve it so far.
Fun fact: this is only happening on my new pc with modern hardware (ryzen 5 2600, rx 580 8gb), but it didnt happen when i played this map an older pc.
There are few more maps where my fps drops to like 40 and stays like that.
Any ideas ?
If fps drops happen only when looking into a certain direction I would blame map optimization, but I guess that's not a thing here with your setup. Does this happen every time you play these maps? Do other games run normally?
It happens all the time when i play these specific maps, another one of them is kzhu_hillside where my fps is literally 10 till I move myself closer to the rocks then it gets back 100 and acts like nothing happened. Other games are fine.
Another thing I noticed is my GPU usage jumps from around 3% to 45% when these fps drops occur.
I guess you could blame the video card for it then. Maybe just a case of incorrect settings or something? Bad drivers? This is pretty much all the help I can give, these cases are so insanely difficult to solve without actually seeing the problem and the computer.

My bad, now it should work
Since today im having frequent fluctuation of fps between 100-98. Happens on all maps, both lan and server, and both recording a demo and not recording. Here is a screenshot of my demo: https://imgur.com/LvYspU4
I didn't change my hardware, I am not aware of any settings changes or software updates. I tried all the basic troubleshooting like restarting PC, setting CPU priority, verifying integrity... Today cs 1.6 just got even more annoying to play than usual. Please help :(

I'm using windows 7 64bit system and my computer can run this game in high performance.
A couple performance waste reductions i feel worth mentioning:

you can remove all the steam web-helpers.exe eating a ton of RAM by adding "-no-browser" at the end of your steam shortcut target like so https://i.imgur.com/iyCvs6y.png (downside: you'll have to manually start steam from now for the cmd to work: untick the "autostart at windows boot" in steam settings)
Nvidia GPU users:
Unless you need shadowplay, uninstalling Nvidia "Gaming Experience" can only help, you won't have to deal with another useless overlay (the other being the steam one) while playing.
For laptop users: the "battery boost" option that limits your monitor refresh rate to 30fps in-game when on battery - dumbest feature ever - seems broken lately: it re-enables itself back when you restarts windows, quite infuriating. Everything runs smooth since I uninstalled it.
I don't know if it's "FPS/LAG" related and I don't even know if it's effective or not (I personally use them, though) but there's a launch option and a 1.6 cvar (after the 2013 update) that everyone should use if their mouse is set to 1000 hertz.
Launch option: -mousethread
In-game command: m_mousethread_sleep 1 (or m_mousethread_sleep 2 for 500 hertz)
By default, this value is 10 (= 100 hertz)
Also, make sure to use these mandatory launch options in order to kill the acceleration in the start menu: -noforcemaccel -noforcemparms -noforcemspd
Here's a tip that might help a few of you, if you feel you have notable/regular keyboard/mouse input desync.
Get an extension cord and run your monitors power to a separate electrical circuit. This should reduce ground loop/noise between your monitor and pc since there is shared ground due to the monitor cable ground pin, this affects DVI, DisplayPort and VGA.

i almost tried everything(different versions of drivers (both intel and nvidia), different builds of windows, settings, even nvidia inspector) with my laptop but couldnt find a solution
the only thing that worked for me was switch back to linux ( had to ditch Adobe :( ) but better performance overall, in everything
I feel like I benefited the most from having stable 100.0 fps in kz history, considering its required for consistent jumpbugs. So I would like to talk about my experience, although I do not know everything and was not able to help Shooting-star when he reached out few years ago regarding his fps issues, and I did not really play kz for a long time apart from testing some maps from time to time, so last cs updates could have had a bigger impact than I know of. But maybe it will help someone.
From my experience biggest factors in cs1.6 fps are CPU and bloated system. (Gold)Source engine is heavily cpu reliant, so if you upgrade you gfx from 750 to 3090 and expect your cs1.6 fps problems magically disappear on the same setup - you will be disappointed. Same goes for upgrading RAM, ssd, keyboards and other irrelevant stuff.
Personally I always kept my system clean without anything running on startup and background, everything that runs on your pc requires cpu and can cause disruptions and fps drops as result. I use external antiviruses if I really need to and don't download random programs from the internet, nor visit untrusted websites outside of vm/sandbox. Every time I practice jumpbugs or record demos I would set cstrike.exe affinity to core0 in task manager and I would never have any fps drops ever. It was that easy to get no drops 100.0 fps 10+ years ago without modern powerful hardware. Affinity configuration was a real game changer for me, because it basically removed around 10-20% fail rate due to "luck" factor that was out of my control, and I could focus on my own performance on almost any map.
My setup history:
~2009: Intel E6600 Dual Core, gtx240. Great cpu for that time, did all my jumpbug records on that machine, average fps 99.99+ on most maps, with affinity=core0 average fps was 100.0 without drops (there were only like ~5 bad maps that dropped everyone's fps at the time f.e. kz_cfl_aqualand). I was using WindowsXP and Windows7, recorded on WindowsXP because it was more stable at the time. I also was using official lowpolygon player models from older version of cs1.6 idk how much that helped tbh and never used steam overlay in this game (you can turn it off per app/game). Obviously fullscreen and low res help keep fps stable as well, I used 1024x768 native monitor resolution back then for fast alt-tab. Since then I use mostly native 1080p 16:9 (or windowed mode for testing) and I don't understand people who use fullscreen 4:3 blackbars or stretched in any game.

Windows7 became easier to debloat over time (turn off effects, auto updates, power saving features, and various health monitoring processes) and I always had stable fps on my own setups. Affinity also helped.
MacOS stock also had good performance and did no impact my jb performance, but I did not play a lot on it and it was a while ago.
Linux performance is perfect, just on gnome and kde I had to turn off compositor for full screen applications. It has been my main system so I did not experience any fps issues and still get stable 100.0 fps to this day.
Windows10 I started liking fairly recently when you debloat it as much as possible and wipe preinstalled Windows10 system ofc. Also no fps drops when nothing is running in the background, but I also only tried it on pretty powerful machines with Intel i7 and don't use affinity feature.
i3 - that one gave me trouble in the past and cs1.6 fps was not stable, but that also was not my machine so I can't rule out bloat.
i5-i7 never had any issues with dedicated gfx
Integrated graphics all produced decent fps on low resolution, but its was not stable unfortunately.
Not to mention Valve pushed couple updates in the past 10 years that tanked fps for some people, I can't comment on that since I was not affected by it and have no experience dealing with that or even comparing the impact. And there are some AMD cards that historically dont play nicely with cs1.6 engine.
Bottom line cs1.6 is an old game with unoptimized engine that will not get better performance with newer hardware because it just doesn't scale up anymore. A cs1.6 map with 2k wPoly will still drop your fps as much as on 5+ year old hardware as on latest i9/r9 3090sli, there is no way around it,

from my experience, i havent seen a stable 99 fps on windows 7 - 8 - 8.1 - 10. i just couldnt do it whether it's i7 or laptops i5, as i said earlier, i tried various configs, drivers, turning off everything(background proccess, animations etc) and nohelp, only workaround me after windows XP was linux.
nowadays it's even easier for nvidia users and we dont have to deal with all that bullshit abut installing right version,, xorg, stressing about kernel failure or ....
for me, arch is awesome, yes it's (kinda) hard to config everything but that's why i love it. but for ease of other users who might be interested, this distros just work out of the box with nvidia ( just be careful about installing, u have to choose non-free drivers right after u boot from USB )
all desktops of manjaro (i recommend gnome and xfce)
pop OS , at the moment popos have gnome ISO, but u can install other DE's with tasksel ofc
ubuntu
on manjaro, they just configured driver like windows, auto recognizes ur games and runs with dedicated GPU, u can run nvidia-smi if u want to be sure
on other distros i mentioned ( or manjaro if it doesn't recognize the app or game ) u can run apps with prime-run
for example u can type "prime-run steam" and from there, you'll be fine, all of ur games will run on dedicated GPU and with proton if supported
btw, this linux gaming is topic-worthy i think
@spr1n, It's been a while since I have read something so true for a long time, talking from your own experience without any bullshit around an important matter that possibly degraded a lot of really good players that haven't had the luck to overcome on such a problem.
recently I found out that I have more stable fps if I have for example AMD Graphics and Intel CPU or vice versa.. Idk maybe its bs but If I had intel cpu and nvidia it was way more terrible... also with intel+nvidia I had insane drops on some random maps, now everything is fine since I got RYZEN + nvidia 1050 and its a laptop.
