I can give you more info about all this things later if you want. It's not that hard.

When using a discrete graphics card with a ryzen processor, for example 5 1600, the memory frequency gives a slight increase in performance. Where you got + 20-25 fps is unclear. Although if you mean that it was 280 fps, and it became 305, then this is possible.

Maybe you use ryzen 3 2200g, then it’s clear where the increase in FPS comes from. The integrated Vega graphics card is very dependent on the frequency of the RAM.

I have it like this - Ryzen 5 1600 3.9 ghz on 1.3V / Samsung M378A1K43BB2-CRC 3200 mhz 16-17-17-35 at 1.35V (2 * 8 GB) / MSI 1070 Gaming X (+ 130/450 MHz). Summarized overclocking gives some kind of growth, but separately memory - not really.

And yeah, I know what you're talking about and I didn't mean to overclock RAM or CPU or GPU only. It gives you nothing. You need to go with pretty much everything.
I'm using Ryzen 1600x 4.2ghz on 1.3V + Ballistix Sport LT Red (BLS2K8G4D30AESEK 3400 mhz). I got lucky with the CPU and motherboard I think, cuz the numbers are pretty good, especially on memory. I think I can go with 3666, but it will require more voltage, and I don't really see the reason why I should go that high. Besides some default primary timings, I tried to go with the secondary ones and adjust them a bit. It didn't work that well and I honestly got bored so I just left everything as a default.
Also got GTX 1060 with 1900mhz or so.
And speaking about "well-optimized" games, the gain in FPS is very noticeable. As I said, it varies, from 20 to 25-30 fps sometimes. Some titles like the latest Tomb Raider (with HIGH-MAX settings) are pretty bad for me, and I can't run smooth 60fps everywhere. Games like RDR2 are obviously NOT going to run in 60fps as well. But otherwise, games like Far Cry 5, BF1, GTAV etc. I did some tests with different presets, and the gain is around 20-30fps. Depends on the game/location etc. etc.

I have Intel core i7 9700K and fps is kinda stable enough for everything. 9900K should provide the best performance.

To be honest anything worse than 9900K and your 1.6 won't go above 100fps.
