if i set to high, my cs will freeze.. i dont know why. But it freezes for like 3-5 secs and i cant move my mouse and i cant move..

hm, along with the video card settings. if you have an nvidia card (with updated driver) go into the settings and disable anti-aliasing (texturing) and vertical sync.
